The Founding Moment
One Office. One Family. Thirty-Two Years.
Prime Insurance opened its doors in 1994 at 150-8888 152A St in Fleetwood — the same address it occupies today.
Founded by Kul and Gurpal Shergill. Licensed as an ICBC Autoplan Authorized Broker that same year. Independent from day one. Family-run from day one.
How Prime Came To Exist.
Kul started writing Autoplan policies in 1990, working for another Surrey brokerage.
His very first customer that year had bought a pickup truck from a dealership in South Surrey. Rather than ask the customer to drive across town to the office, Kul drove to the dealership and handled the plates and the vehicle transfer right there, on the lot. The plate ICBC issued started with TD — and Kul started calling the customer Top Dog.
What started as a one-off drive-out for a single customer turned into a way of doing business. In April 1992, Kul set up his first dealership relationship — going to the dealership, handling the Autoplan and the transfer on the spot, so the customer could drive away with their new vehicle properly insured without a second errand. That first dealership is still a Prime partner today. Thirty-four years on.
By 1994, the business was strong enough to take on rent and payroll. Kul and Gurpal opened Prime Insurance in Fleetwood — same office, same family, same approach as the very first policy.
Same Office. Same Family. Three Decades.
Thirty-two years later, Prime is still at 150-8888 152A St. Still family-owned. Still family-run.
Kul and Gurpal opened Prime Insurance together in 1994 and never left. Their elder son Kuljeet joined full-time in 2001 and has built two decades of his own client relationships alongside his parents'. Their younger son Amar joined in 2022. Two generations now, in the same office, every day.
It hasn't been sold. It hasn't been franchised. It hasn't been rolled up into a chain. The Shergills built Prime Insurance themselves, and the Shergills still run it themselves — in person, from one Fleetwood office.
No call centres. No ticket numbers. No regional managers in another province.
A Team Built To Stay.
It's not just the family who's stayed. The advisors who work alongside the Shergills have too — and that's unusual in this industry. Twelve licensed advisors, three languages at the counter every day.
English, Punjabi, and Hindi at the counter every day. (Kamal also handles Malay.) Some have been here for over a decade; the newest joined in 2026. When advisors stay year after year, clients get continuity. That's the difference between buying a policy and having an advisor.
The Industry Has Changed. The Way We Work Hasn't.
Paper decals are gone. Renewals happen by email. ICBC moved much of Autoplan online. The carriers we work with have come and gone and merged and rebranded.
What hasn't changed is the way Prime works.
The very first Autoplan customer Kul ever wrote a policy for is still a Prime client. The first dealership we ever partnered with is still a Prime partner. The same family is still at the door. Real advisors. Real accountability. One Fleetwood office.
The same family. The same door.
